Stella Isaacs, known as the Marchioness of Reading, was a remarkable British philanthropist and social reformer who left an indelible mark on 20th century Britain. Born in 1894, she married Rufus Isaacs, the 1st Marquess of Reading, in 1914. Together, they formed a formidable partnership dedicated to public service.

Stella’s crowning achievement was founding the Women’s Voluntary Services (WVS) in 1938, on the eve of World War II. Operating from its headquarters at 41 Tothill Street in London, the WVS mobilized over a million women volunteers to support the home front during the war. They ran canteens, helped evacuate children, drove ambulances, and much more, boosting morale and aiding the war effort immensely.

After the war, Stella continued to lead the WVS (later renamed the WRVS) until 1966, expanding its mission to include meals on wheels, hospital services, and support for the elderly. Her tireless efforts earned her a GBE (Dame Grand Cross) in 1941. Stella resided at 41 Tothill Street during her nearly three decades leading the WVS. Located just steps from the Houses of Parliament in the City of Westminster, this historic building witnessed her inspiring leadership of one of the largest voluntary organizations ever seen in Britain.

Stella passed away in 1971, but her legacy lives on through the WRVS (now Royal Voluntary Service), which continues its vital community work today. This blue plaque, unveiled in 2017, serves as a fitting tribute to an extraordinary woman who rallied a nation through some of its darkest hours. Her vision, compassion and dedication forever changed the face of volunteering and social welfare in the UK.
