About This Blue Plaque

Sir Mansfield Cumming, also known by his initial “C”, was a pioneering figure in British intelligence. Born in 1859, Cumming joined the Royal Navy and rose to the rank of Captain. In 1909, he was recruited to establish the Secret Service Bureau, the precursor to MI6 (Secret Intelligence Service) and MI5 (Security Service).

As the first Chief of the Secret Service, Cumming played a crucial role in developing Britain’s espionage capabilities. He worked tirelessly to recruit agents, establish networks, and gather intelligence during the tumultuous years leading up to and during World War I. Cumming’s leadership and innovations laid the foundation for modern British intelligence.

From 1911 to 1922, Cumming lived and worked at 2 Whitehall Court in London’s Borough of Westminster. This location, near the heart of British government, allowed him to coordinate intelligence efforts and liaise with key officials. Cumming’s dedication to his clandestine work earned him a knighthood in 1920, becoming a Knight Commander of the Most Distinguished Order of Saint Michael and Saint George. He was also made a Companion of the Order of the Bath in recognition of his service.

Cumming’s legacy extends beyond his lifetime. The traditions and methods he established continue to influence British intelligence today. His contributions were acknowledged with the erection of a Blue Plaque at his former residence in 2015, ensuring that his role in shaping Britain’s secret service will not be forgotten.
