John Russell, 1st Earl Russell, was a towering figure in 19th century British politics, serving twice as Prime Minister of the United Kingdom. Born into a prominent Whig family in 1792, he was educated at Westminster School and the University of Edinburgh before entering Parliament in 1813.

Over his long political career, Russell became a leading advocate for parliamentary reform. He played a key role in drafting the landmark Reform Act 1832, which expanded the electorate and redistributed Parliamentary seats to better reflect the growing urban population. He served as Leader of the Whig party in the 1830s and 1840s.

Russell first became Prime Minister in 1846 and oversaw the difficult years of the Irish Famine. His second term from 1865-1866 grappled with the divisive issue of further electoral reform. While the 1867 Reform Act did not pass during his premiership, the groundwork laid would soon triple the size of the electorate. In foreign policy, Russell’s government maintained British neutrality during the American Civil War despite pressure to recognize the Confederacy. He resigned in 1866 amid party disunity but remained a respected elder statesman until his death in 1878. This plaque marks one of Russell’s London residences at 37 Chesham Place in the Borough of Westminster, an area long popular with the aristocracy and political class.
